公共藝術各區失衡 高達8倍

公共藝術不但可美化市容，甚至成為熱門觀光景點，審計部發現，北市文化局列管的公共藝術設施以內湖區最多，松山區最少竟只有15處，文化局遭議員質疑因人設事、太過偏心，痛批不該仰賴公共建設或民間設置；文化局回應，多數公共藝術地點，非文化局決定。

據統計，截至去年底，北市列管的公共藝術有551處，內湖區118處最多，最少的是松山區僅15處，差異達7.87倍；其中松山、萬華和士林，每平方公里公共藝術數量為1.62、2.03及1.84，遠不及全市平均值4.53處的半數；另每萬人擁有公共藝術數量，分別是0.71、0.92和1.1，也僅平均值2.04處半數。

又2008年到2014年間，以台北市公共藝術基金經費建置公共藝術共有13件，換句話說，就是文化局自建的公共藝術，松山及士林完全都沒有。

市議員許淑華認為，文化局應更有效、長期性積極規畫，不該只是仰賴民間或有公共建設時，被動設置公共藝術，她提醒市府，公共藝術後續維護管理也很重要，若事先規畫和後續維管都只是敷衍了事，文化局恐怕淪為最沒文化的機關。

選區在士林、北投的議員陳重文表示，士林後港與北投奇岩地區，近10年來有不少重劃地點，公共藝術數量應更多，質疑文化局因人設事，有文化社團要求才有，造成設置失衡，呼籲市府，除行政資源平均分配外，文化資源也該平衡一下。

對此，文化局文化資源科長李威蒂解釋，公共藝術設置地點並非文化局決定，多數都是公共工程建設時一併興建。

李威蒂指出，松山區屬已開發區，相對來說公共藝術較少；文化局自建部分，會優先在數量較少的行政區設置，但她坦言，要完全平衡有困難度。
